The purpose of the present paper is to explain why parliaments have embraced ICT as the possible solution for their communication needs and to assess whether and to what extent the ICT has actually solved the problems for which it had been embraced. Our key point is that while parliaments were quick to adopt ICT to improve their communication with the citizens, to receive input and to account for their actions, this strategic choice generated mixed success.
